Yes it is getting data only to open n close. If anything check the blank hasn't fallen off. Or remove it and blank it at the manifold as discussed above.

Double check it is. If that’s the case the valve will just be opening n shutting to satisfy the DME.

@Lee It’s those 3 (1 big, 2 little) right hand rear side of the inlet manifold yeah?. Replaced all of those as they were perished. Cheers

The fact that Rich's cold start issues also coincide with when that smog pump would be running makes me think, check the blanking plate and gasket on the side of the engine and also get eyes on the back of that manifold blanks plus that valve.
