Well the elastic for the clips behind the seat had gone slack so off to local haberdashery store and purchased 500mm of 15mm elastic for the princely sum of 27p.
20 minutes later all replaced including cursing threading the needle a couple of times on the sewing machine. Refitted and the front edge is now tensioned again. Job done.
 
Mine is only held in by the clips on the back as the previous owner lost the front ones... Could you knit me some clips and metal hooks please Brian?
 
The clips are easy as they are standard size. I will make some metal clips to copy mine and see what they come out like.

My elastic has gone slack, but it still holds on... just! The real surprise was that I don't think it had been taken off for 13 years, and when removed there was a LOT of dust caked under the base of the roll hoop!
